If I remember correctly, you don't go back to the cistern until prompted after you earn more respect from the lazy guild in the Ragged Flaggon who do nothing but hang out and wonder why they aren't as relevant as when they actually did things. There are tons of random thieves in the game but only a small few are members of the guild. I don't think the thief that attacked you near Riverwood has anything to do with this.
